Under the new rules, developers who get access to user data to create applications, must be protected application from unauthorized access, use and disclosure.

Facebook already taken action against those users whose tools can be used for surveillance.

In the fall of 2016 the American Union of Civil Liberties (ACLU) has received evidence that Facebook and Instagram have provided access to their company data for Geofeedia, which is developing services to monitor by order of law enforcement. After identifying this fact, both companies have refused to cooperate with Geofeedia. However, before the social network has no policies prohibiting developers to use its data to track users.
