Currently Google is trying to run all the algorithms on a global scale. About this stated the company's employee Gary Illyes on Twitter.

Previously, Google launched algorithms in certain regions, and then expanded them into other countries. For example, the filter Panda was first launched in English-speaking regions, and then spread around the world. This strategy was associated with that Panda analyzes page content, so adding support for different languages took a time. Penguin was started immediately on a global scale. This algorithm evaluates links, language here is not as important.
