If contact with the previous owner of the account did not work, now you can begin the process of re-verification automatically.
For this you need to send a request to the current owner. He'll get the message with the invitation to contact you, and you confirmation by e-mail. To check the status of your request by clicking the link in this letter.
If within 7 days no response, you need to click the link in the confirmation email and follow the instructions.
