Report on low quality pages in the Search Console will not appear
Google not plans to launch a report about the poor quality pages in the Search Console. About this said the representative of the search John Mueller during a regular hangout for webmasters.

The idea is interesting, but I don't know anything about such plans. For my part, I don't think the Search Console team is working on this issue. I also can't imagine how this report could improve the quality of service.
I agree that sometimes it would be useful to have a little more information about how Google's algorithms determine the quality. But I don't know, what is the usefulness of the list of low-quality pages for the average webmaster.
